| Spend all of your money, build several police stations, and turn the tax rate down to zero and wait until December. When the Tax screen comes up, Hold L. Close out of that screen, and immediately go into the tax screen and raise funding for everythin to 100%. Then close out of that screen so you are on the main screen. Then release the L button.
